Guidance of Ordering the PC Version of Inventory of the Existing Chemical Substances in China (2004 Edition)

1.Introduction to IECSC 2004 Edition

In order to strengthen the environmental management on chemicals, improve the measures of chemical environmental management, establish a system of new chemical substance notification in accordance with internationally typical operation, and implement the acceptances of  entering WTO, the State Environmental Protection Administration (SEPA) has promulgated the Provisions on the Environmental Administration of New Chemical Substances. To cooperate the implementation of the Provisions, SEPA has completed the compilation of the Inventory of Existing Chemical Substances Manufactured or Imported in China (IECSC) for the purposes to identify new chemical substances and to master the status of existing chemical substances in China.

IECSC 2004 Edition covers chemical substances on the 5th supplementation, as well as those of the former edition. There are 43588 chemical substances totally, where 36460 with CAS Number (in which CAS numbers of 168 chemical substances have been replaced with serial numbers due to the confidentiality) , and 7128 without CAS Number (or unknown). For substances without or unknown CAS number, an unique serial number was given in IECSC.

IECSC is a dynamic inventory. SEPA will publicize the substances which have been registered in accordance with the Provisions or accord with the rules of IECSC.

2.License Agreemen to IECSC 2004 Edition

The copyright of the Inventory of Existing Chemical Substances in China (IECSC) belongs to The Chemical Registration Center of SEPA (hereinafter CRC-SEPA). Without authorization, any organization or individual is not allowed to copy, publish, reprint, or distribute the inventory by info network.

CRC-SEPA has never licensed to any organization or individual to copy, publish, reprint or distribute the electric edition of the inventory by means of info network. CRC-SEPA does not admit the inventory issued by any other organization or individual. CRC-SEPA will not bear any responsibility thereout engendered.

One password can be use to activate the software ONLY at a PC. Without authorization by CRC-SEPA, password attornment in any way or using one password to activate the software at MORE THAN ONE PCs is not permitted.

Any tort, either it has already become a fact or just in process of , must be ceased. CRC-SEPA reserves all the rights to take legal measures to pursuit tort feasor's legal responsibility. 

The software can only be used in IBM-compatible computers. It can't be used in Apple-series computers. 

The software can only be used in operation system of Microsoft Windows 95/98/NT/2K/Me/XP English version or Chinese version. It will take the capacity of 50M in your hard disk. 

The software can work properly even when the operation system of users can not display Chinese characters. But the Chinese information in the software can't be displayed. 

Users must confirm that your computer and operation system are all fit the above requirements. The order can not be refunded after the password has sent out if your PC can't match above requirements. 

3.Price

RMB 3200 each full copy, or equivalent exchangeable currency at the rate of payment day.

4.Ordering Procedure

Response from CRC-SPA
1¡¢Download the software form the web site of CRC-SEPA. The software is a Winzip-extractable file (iecsc2004.zip). Please save it in your hard disk or open it directly by Winzip. Download now. ¡¡
2¡¢Open the downloaded file with Winzip and click the bottom of "Install" in the interface. Then finish the installation following the instructions. You also can extract the downloaded files (Total 11 files) using WINZIP into a certain directory in your hard disk and run "setup.exe" in the directory and finish the installation following the instructions. ¡¡

3¡¢After installed correctly, please send email to webservice@crc-mep.org.cn and state: User name, contact person, telephone, fax, and valid email address(Password will be send via this), postal address, postal code, and copies.

 After receiving the application from the customer, CRC-SEPA will reply the email to customer stating the order number, application date, and keep the information of customer in archive. 

4¡¢After got the ordering number via email sent by CRC-SEPA, please remit to CRC-SEPA in 60 day. Please note your order number and customer name. Remittance  guidance

 After receiving the remittance, CRC-SEPA will reply email to customer stating the password of the software. The order will be canceled if the remittance is not received by CRC-SEPA in 60 days.

Notes.

  9. CRC-SEPA will mail the receipt only via the postal address provided by user himself.
  10. CRC-SEPA will keep the information of customers in archive, but will not send out the information to public or any third party.
  11. The capacity of the software is about 10M, CRC-SEPA suggests users using some download tools to download it.
  12. For the complexity of the passwords, CRC-SEPA suggest users using copy command to register the software.
