Announcement for Supplement of
¡°Chemical Substances Manufactured or Imported in China¡±
The fifth supplement of ¡¶The Inventory of Chemical Substances Manufactured or Imported in China¡·£¨Abbr.¡¶The Inventory¡·£©has been finished. Because there are many chemical substances manufactured or imported in China have not been included in¡¶The Inventory¡·, SEPA decides to embody these chemical substances through dealing with the case individually in order to assist the implementation of the Provisions on the Environmental Administration of New Chemical substances effectively. The detailed requirements are as follows:
1. Requirements for the supplement notification
(1) For those chemical substances which have been manufactured in China from January 1, 1992 to October 14, 2003, the producers can make the supplement application.
(2) For those chemical substances contained in chemical products which have held the First Import Registration Certificates and imported practically from May 1, 1994 to October 31, 2002, the certificate holders can make the supplement application.
(3) For those chemical substances imported to China from November 1, 2002 to October 14, 2003, importers in China or exporters can make the supplement application.
(4)The supplementary application is based on the IECSC 2004 Edition. Chemical substances which have not yet been included in the edition should only be applied.
2. Time limit
The period for this supplement is from today to December 31, 2004. The overdue information is not acceptable.
3. Application program
(1) Confirm if the applied substance is in the IECSC 2004 Edition (visiting website of CRC-SEPA orpurchasing the IECSC PC Edition).
(2) Download the application form from website of CRC-SEPA and prepare the documents according to the requirement list.
(3)Submit all the documents once.
(4) Amend or supply the contents of the form according to the requirements of the inquiry letter from CRC-SEPA.
(5) Check and confirm if the acknowledgment has been received.
4. The list of application documents
(1) Application form
All substances information should be submitted with FormC.
£¨a£©Printed form£º page1: original signature or seal of the applicant; page2£ºapplicant information; page3 or more£ºinformation of the applied substances. (One substance has one page of information)
£¨b£©Electronic form(Excel)£ºthe first and the second pages about the applicant information(file name£ºC12-¡°name of the company¡±).
(c) Electronic form (Word)£ºthe third or more pages about the information of the applied substances£¨file name£ºC3-¡°name of the company¡±-¡°number of the applied substances¡±£©
(2) Certificate documents
(a) For producers in China, the original production records of chemical substances should be submitted.
(b) For selling merchants or exporter in China, the original selling records or the Chinese Export Custom Declaration should be submitted.
(c) For foreign exporters or importers in China, the Chinese Import Custom Declaration should be submitted. Moreover, for the chemical substances imported from May 1, 1994 to October 31, 2002, the copy of the First Import Registration Certificates or the Certificates No. should be submitted too.
(d) If the chemical product in certificate document is not consistent with the name of applied substance, the list(with the original seal of applicant) of the substances contained in the chemical product should be submitted.
(3) Confidential substantiation sheet. The model of the sheet is showed in the Technical Document. It should be attached subsequently.
All the printed pages must be arranged according to the order of the page number and submitted with A4 paper (B5 paper is not valid). All the electronic forms must be named as the requirements in the data list. The electronic forms for more than one substance should be combined in only one Word file.
5. Submission of notification forms
All the printed pages must be submitted via post mail and electronic forms via floppy disk or E-mail. The application documents will not be returned to the applicants. The applicants should reserve copies for themselves.
6.Other detail requirements
(1) For other technical requirements of the fourth supplement, please refer to Technical Document on Reporting for the Inventory of the Existing Chemical Substances in China.
(2) E-mail is recommended to be used to contact us.
(3) The mailing address of applicants must be correct so that the acknowledgment can be sent to the applicants. The applicants in China must provide Chinese address.
(4) Information of the contact person must be complete and correct. If the contact person is changed, CRC-SEPA must be informed with the formal letters immediately otherwise the change is invalid.
(5) The application documents must be integrated and submitted to our center once.
