Notice to Improve the Environmental Management on Testing of Chemicals

Ministries of the State Council, Environmental agencies of provinces, autonomous regions and municipalities directly under the central government:
This notice is issued for the purpose of improving the environmental management on chemicals and establishing a scientific testing system for the service of the environmental management registration of chemicals.
1. Any one who is engaged in testing of chemicals shall comply with this notice.
The term “testing of chemicals” refers to tests of  physical-chemical properties, effects on biotic systems, degradation and accumulation, and health effect of chemicals for the environmental management on chemicals.
2. NEAP shall implement unified management on the testing of chemicals concerned with the environmental management registration and evaluation of chemicals and the provisions of “Accreditation of GLP Labs for Chemicals Testing ”( hereinafter referred to as “accreditation” ), and be responsible for assessing and issuing the certificate.
3. Any facility which is engaged in the testing of chemical shall have the valid certificate
issued by NEPA.
4. Any facility which conforms to the demands and rules of Guidelines of Good Laboratory Practices of Chemicals Testing can apply to the accreditation. The procedure of application follows:
(1) Any applicant who applies to the accreditation can get Application Form for the accreditation of GLP Lab for Chemicals Testing from Chemicals Registration Center, NEPA(hereinafter referred to as“CRC”), submits the form to CRC before September 30, and pays the fee according to the rules.
(2)CRC shall make up experts to evaluate the applicant according to the rules of Guidelines of Good Laboratory Practices of Chemicals Testing within the next first half year.
(3)CRC submits the evaluating report to NEPA.
(4)NEPA approves and issues the certificate on the basis of the evaluating report of CRC.
5. The testing of chemicals must be made strictly complying with NEPA Guidelines for Testing of Chemicals.
6. Chemicals Testing Laboratory, NEPA is a technical supporting organization of the environmental management on chemicals. It shall associate NEPA to take the technical management of testing of chemicals and the technical examining of GLP labs for chemicals testing.
7. The certificate of GLP labs for chemicals testing shall be valid for five years from the issued date. Before six months of the certificate expiration, the holder must apply re-accreditation to NEPA and renew the certificate.
8. This notice is implemented from the issued date.
