Chapter VII Supplementary Rules
Article 71 These Regulations shall be applicable to the control over safety of chemicals subject to control, dangerous chemicals belonging to medicines, and pesticides, unless it is otherwise provided by the State.
These Regulations shall not be applicable to the control over safety of explosives, radioactive articles, nuclear energy materials for civil use and urban gas.
Article 72 The relevant provisions of the State shall be applicable to the control over import and export of dangerous chemicals, and the operation, storage, transportation, and use of imported dangerous chemicals, and disposal of imported wasted dangerous chemicals shall be governed by these Regulations.
Article 73 The relevant departments of the State Council in charge of examination, approval, licensing, supervision and administration of the manufacture, operation, storage, transportation, use of dangerous chemicals, and disposal of the wasted dangerous chemicals shall formulate the corresponding time limits and procedures according to the provisions of these Regulations.
The administrative department in charge of quality control of the State Council or the relevant department of the State Council shall, in accordance with standardization law, other laws, regulations, and these Regulations respectively, formulate, adjust, and issue the national standards and the relevant provisions of the State on the control over safety of dangerous chemicals as specified herein.
Article 74 These Regulations shall take effect as of 15th March 2002. The Regulations on the Control over Safety of Dangerous Chemicals promulgated by the State Council on 17th February 1987 shall be repealed simultaneously.

Regulations on the Control over Safety of Dangerous Chemicals have been adopted by the 52nd Executive Meeting of the State Council on 9th January 2002. We hereby issue these Regulations, which shall take effect as of 15th March 2002.
