To the environmental protection bureaus, foreign economy and trade commissions (offices, bureaus) of all the provinces, autonomous regions and municipalities directly under the central government, Guangdong sub-custom of general custom, all the directly affiliated customs:

According to the regulation of management on Ozone Depleting Substances Import and Export issued by State Environmental Protection Administration (SEPA), Ministry of Foreign Trade and Economic Corporation (MOFTEC) and General Administration of Customs (GAC), Catalogue of ODS Subject to Import and Export Control in China (the first group) (here after refer to catalogue>, see attachment ) is issued now.

All enterprises, which are engaged in the import or export of the substances listed in catalogue, must file their signed import and export contracts of substances listed in catalogue to ODS import and export management office (in SEPA) for record before Jan 31^th, 2000. The contract must be implemented before Mar 31^th, 2000.

From Apr 1^st, 2000, the import and export quota license will be adopted to the substances listed in catalogue except carbon tetrachloride, which is banned to import. The details of the rule will be issued separately.
